Ask any software team about technical debt and they will nod. Shortcuts taken today become interest payments tomorrow. There is a second debt on your books, and it is larger. Nobody tracks it. I call it Decision Debt.

What Decision Debt is

Decision Debt is the compounding cost of every decision your organization delays, makes on instinct when evidence was available, or never makes at all.

It accrues three ways:

  • Data you collect but never use. Every report that goes unread is a payment you made for information and then declined to receive.
  • Decisions made as reactions. When choices are triggered by crises instead of a cadence, you are always buying at the worst price.
  • Decisions nobody owns. The most expensive decision in most organizations is the one everyone assumed someone else was making.

Like all debt, it compounds. A delayed pricing decision becomes a lost quarter. An unread donor retention report becomes a failed year-end campaign. A board pack that answers the wrong question becomes a strategy set by accident.

The evidence it is everywhere

The World Bank’s World Development Report 20261 shows where the obstacle sits. Among governments using AI, the most common barrier is data quality and availability. Among firms, the main reasons for not adopting AI are lack of knowledge and high costs. In both cases the bottleneck sits inside the organization, not in the technology on offer.

McKinsey’s State of AI 20262 adds the other half: 40 percent of respondents from large organizations (over $1 billion in revenue) report scaling AI agents, yet the share of AI high performers, those attributing at least 5 percent of earnings to AI with significant impact, has stayed flat at about 6 percent of all respondents.

The tools arrived. The decisions did not improve. That gap is Decision Debt, and AI makes it worse before it makes it better, because now you can produce unused analysis at machine speed.

In 25 years working across six continents, in organizations of every size, I saw the same pattern in almost every room: the problem was rarely a lack of data. It was data without decisions.

Five symptoms you can check this week

  • Your last three big decisions were triggered by a crisis, not a calendar.
  • A report existed that could have answered the question, and nobody opened it.
  • Two teams hold two different versions of the same number.
  • The board pack arrives late and answers questions nobody asked.
  • You bought an AI tool before deciding what it should help you decide.

Three or more, and you are paying interest.

How to start paying it down

1. Inventory your decisions, not your data. List the ten decisions that will matter most this quarter. Most organizations have a data inventory and no decision inventory.

2. One page per decision. The question, the evidence, the options, the owner, the date. If it does not fit on a page, the decision is not ready.

3. Three scenarios, not one number. A single forecast is a guess wearing a suit. Low, likely, high, and what you will do in each case.

4. Set a decision cadence. Decide on a rhythm, not on adrenaline. Monthly for operations, quarterly for direction.

5. Let AI explore, let humans decide. AI is unbeatable at surfacing patterns, scenarios and blind spots. The judgment stays human. That is not a limitation of AI. It is the job description of leadership.

The point

Abundance exists. In most organizations the money, the data and the options are already there. What is scarce is decision quality. Pay down the debt and the same organization, with the same people and the same data, performs like a different one.

AI explores. Humans decide.

If you want to see what your organization’s Decision Debt looks like, that is the conversation I have every week at Build 4 Abundance. A good first step is the Data Audit, or message me directly.
